I chucked in today at PPD and find out that I'm a back up and my chances to get into the study are very slim! how does it work here with alternates policy ? do I get to roll over for the next cohort ( there will be 4 cohorts and I'm currently in cohort 2 ), or do I have to screen from the beginning ?

Not for that cohort, but they calls me for the following one a week after. It was a bad study though because the dose were high

If you're screening is within the window, for the next cohort (the window is generally 30 days), you will be invited into the next group. If your screening is not within the sponsors required time frame, you wont be invited and you'll rescreen like everyone else.
Backs up often get in, it's totally ok, keep doing what you're doing.
I will say this, there are a lot of newbies lately who have some "buddy" who's done 2-3 studies and now he knows it all and tells you how easy it is. Well, wait till you go 3-4 months without a study check and you're counting on this money you can't count on. Expecting this to be a steady income is stupid, but hey, let the new guys fill your head with fairyland dreams, till you're eviction notice comes. This is not like a regular job, at the very least you go 6 weeks between checks, and often 10 weeks or more. Of course you can study hop, but CRU's are especially PPD and Worldwide, are banning people left and right for it, a lot of people know that about 30 got banned in total, just in the last few months of 2015. Worldwide went so far as to contact and report possible hoppers and when they all showed up at , BAM banned from both. So if you want to do this for a while, bare that in mind. Point is, this study life is chaos and checks don't come on a schedule, they come when they come and 6 weeks, when doing it right, is average. Take it from a old hand, have a second income.
